Someone needs to do something about the illegal billboard on Mayo Island. Its detrimental to the whole idea that the James River is the crown jewel of the City
Places that have restricted or regulated billboards look much cleaner and nicer (to me).
I don’t object to billboards along the inner Richmond corridors though simply because those areas are not terribly pleasant or pretty to begin with, so what’s the harm.
This is the same issue as putting up a titty bar in the old Julians.
Kids could cross the street from the Children’s Museum to continue their education, but aside from that, not a plus for Richmond.
However, Club Velvet, tucked away in a corner of Shockoe Slip, less of an eyesore or a canker. (maybe)
The idea behind regulation and restriction is not to curb free speech. There is no point to an ad anyway except to sell. Completely outside of the traditional concept of what free speech is about.
Those regulations insure you do have billboards on I-95 but you don’t have them on Monument Ave. or next to the state capitol.

What is on the billboard ,even commercial speech, is most likely protected speech.
The Billboard itself,its size and location might be legitimate targets of regulation through zoning and other legitimate intrests of the state.
The picture with the article showed a rural building. If it is on private property, it sounds as if the property owner should decide.
Of course, I am biased against billboards nor am I a lawyer.
Vermont: “Bellows Falls, which after years of neglect is trying to rebound as an artist’s village.” Does this mean painting signs on City of Richmond buildings will cause it to rebound? Or does Monroe leaving mean it will rebound to #1 Murder City USA?
Free speech is whatever I agree with. Anything else is harrassment, porno, hate speech or an eye sore.

Ah yes, but it’s “commercial” speech, which has not received quite them treatment as individual or political speech. I like the old-style signs painted on the sides of barns, though. Much more attractive than the big steel-post billboards.
