Thank you for your editorial today (3/20)on dog chaining. 
I looked at the pictures that are posted on the T-D web site and they are gut wrenching.  I noticed that most of the dogs pictured seem to be pit bulls or pit bull mixes, which saddens and frustrates me to no end.  One of the dogs I share my life with is an American Pit Bull Terrier rescue. The negative behaviors encouraged and fostered by dog chaining is one of the many problems the APBT breed faces.  Chaining is particularly harmful to an avidly social dog breed, like the APBT.
While chaining and tethering is not currently illegal in VA, what we can all do right now is report the instances where we see abuse - any dog chained or tethered without food, water, or shelter - to animal control authorities.  Get the facts (www.unchainyourdog.org), and try to talk to owners about the behavior problems associated with chaining or tethering.  I print out the information and put it on mailboxes, if I do not feel I can approach the owner and the situation is not so neglectful that animal control can step in.  DEMAND that legislators pass a bill that makes chaining and tethering dogs illegal in VA.
