Thanks for the evidence, save me some typing, Bobby supporting Constitutional authority. The “general welfare clause” has led the US in directions the people really do not want to go. Only the empire builders,i.e. Congress, likes it. Once one good thing is allowed,i.e.GI Bill, a dozen bad things are also implemented, such as Nat.Endow.Art. People like yourself get greedy and want govt. to provide it all. Instead of working to support the arts privately, you want Obamacare for the artists.

I agree with Pelosi. The interstate commerce clause or the general welfare clause would suffice.
  Ignorant cons feel that if anything is not directly in the Constitution it can not be inferred. For instance, the GI Bill is not mentioned in the Constitution but do you want to argue its Constitutionality ? Please drop by the McGuire VA hospital. spinal cord injury department and ask for support.
  Do you want to challenge Medicare for Granny as unconstitutional ? Go ahead.
